I like 7. It makes sense and splitting Richmond at the river seems logical.
Not everything can be "compact" in a state as irregularly shaped as Virginia and 9, while not really being compact seems logical to me.

I like this map, if RIchmond is to be split the river is a good place to split it. Henrico is together & Chesterfield is together.
