Franklin County should be in a district with Bedford and Pittsylvania Counties.

I don't think part of Prince William County should belong in a district that extends all the way west and then south into rural Appalachia. Probably the same for Loudon. I would try reconfigure 1 and 6.

District 4 wouldn't be VRA compliant because the black population is under 40%. I think you would need to add more rural counties with higher black population, and shake off the western part of Henrico and some of chesterfield.
