Response for Joel: Thank you for the feedback! Under my original draft, I did split Chesterfield between rural and urban. However, I saw commenters on other people’s maps that said it would be best to group Chesterfield, Richmond, and Henrico all together, so last minute I made that adjustment to the map. Also, this map is more county compacted than the original map which split Chesterfield in two. But going back to the original map would be fairly easy to do.

Response to Joel: Thanks for the feedback! In my first draft of the map I did split Chesterfield between rural and urban. But I saw commenters on other maps talking about how it would be best to group together Chesterfield, Richmond, and Henrico so last minute I decided to group those counties together. Also, this map would be more county compacted than my first draft that splits Chesterfield. But going back to my first draft would be a pretty easy fix.

I would get rid of most of Chesterfield and add more rural counties with large black populations to get the black population above 40 percent.
