Districts 2 and 10 share very common interests. Where the Fairfax County line is drawn below Old Town Alexandria is where this line should start. Most of the children in these two districts attend the same high school and the communities along the Potomac River all share the same interests. Please see the attached current Fairfax County map with the area of interest circled in black. All of this community needs to stay together. We are also seeing a lot of development along the Route 1 Corridor and Old Town Alexandria is not involved in that at all. Please try not to include Alexandria City with any part of Fairfax. We do not have the same school systems or funding streams and do not share common interests. Charlottesville’s community of interest is is to the east, NOT to the west toward Crozet. Ivy and Crozet have much more in common with the surrounding Albemarle County in form and function. Points east of Charlottesville provide a more logical community of interest to supplement the Charlottesville district, with similar transit, housing, shopping, and other needs. Charlottesville is an urban center and points to its east are much more urban and cohesive than those to the west. Please do not use this map. It is not a valid option for Charlottesville or Albemarle.

This map is bad and continues the gerrymandering present in Albemarle County by splitting the county in the middle and separating a logical community of interest along no logical border. It is not reasonable nor logical to split Albemarle into pieces, nor is it necessary to complete this process successfully. Albemarle is a logical district unto itself, with business and individuals interacting throughout every day of the week. Albemarle should be its own district with a logical addition of a portion of northern Nelson Co or eastern Fluvanna Co attached to supplement population. These counties have lots of crossover citizens who come into Albemarle daily for work and shopping. This is what was intended by redistricting, to create logical, condensed districts around logical communities of interest. Splitting Albemarle violates expectations and norms for this redistricting process and perpetuates the denial of Albemarle County’s right to advocate together with logical neighbors for representation of our collective issues. Please do not support this map that splits Albemarle.

Thank you for keeping the Glen Allen area near Mountain Road with Henrico County as drawn by the Republicans into a new district numbered here as 70. The Democrat maps have removed this area from Henrico County in an obvious, deliberate fashion. The Chickahominy River is used as the County line between Henrico and Hanover. Yet, the Democrat options cross the Chickahominy to include a very small Republican leaning area, disassociating that small portion of Henrico from all community connections it currently shares. The area in question is mainly represented by the Glen Allen Elementary School and Hunton precincts. I live in the Glen Allen Elementary School precinct area and know the Glen Allen and Hunton communities very well. I ran for the House of Delegates as a Republican from this area in 2019 in what is presently drawn as District 72. It is obvious to me that the Democrat drawings are done to reduce the Republican impact of these two voter precincts in the purple area of Western Henrico.

Albemarle County + Charlottesville has within 13K citizens of making 2 compact districts that maintain our jurisdictional boundaries, a stated priority of the Redistricting Commission. Those 13K citizens can easily be found within our several counties planning district which relies for employment and commerce on Charlottesville/Albemarle: Greene, Orange, Louisa, Fluvanna and Nelson – any of which could supply these citizens. Instead, the proposed maps scatter 80K citizens of Albemarle to outlying counties as far flung as Madison Heights. Most egregious was the moderator’s description on Saturday that ‘’adding ‘rural’ Crozet to rural counties south of Albemarle like Amherst was a fit’. For heavens sake, Crozet is in fact the FASTEST growing area of Albemarle County!

It is disheartening to see efforts like this to again carve up Albemarle. If the object of redistricting is to ensure an end to political gerrymandering, then this map makes little sense. The people of Albemarle and Charlottesville share common economic and infrastructure needs. We are united by several large entities (eg, UVA, Sentara nd UVA Medical Centers, government agencies) that employ citizens throughout the whole area. Keep the county whole. Add representation for citizens who share boundaries and economic interests such as Lake Monticello or Nelson.

The proposed House re-districting plan as to District 90 for Botetourt County is both harmful and unacceptable as to the representation and future of our county. The plan divides the county into 3 separate house districts, of which the northeastern portion will be combined with a County (Bedford) to the east, but separated by the Blue Ridge Mountain, poor highway, and very sparsely populated mountain land with access by a poor road system. The people in this section of the county are more connected with Rockbridge to the north or Roanoke to the south, both of which serve as economic hubs for this portion of Botetourt. This mapping also divides the counties three towns, which are all just 15 to 20 minutes apart, into three separate districts. Effectively destroying representation of its citizens and communities with one collective and combined voice. Please reconsider this re-districting.

I currently serve the House district that includes Charlottesville and Albemarle. My comment is not about that district, but the surrounding districts in our region. I've attached a picture that may help combine the feedback you've been getting from our residents. There are two consistent themes:
(1) Dozens of Albemarle residents have asked you not to split their county into three seats.
(2) Dozens of Nelson residents have asked you to keep Nelson and Albemarle together.
These goals are not in conflict. Attached is a picture of Virginia's Metropolitan Statistical Areas. You'll see that our MSA includes Albemarle, Charlottesville, Buckingham, Fluvanna, Greene, and Nelson. These are all people who live, work, and play together in our region. Albemarle, in particular, has its civic and economic institutions rooted in Charlottesville. Tens of thousands of County residents work in the City every day. The County courts and offices are even in the City.
It's also true that Albemarle is more connected to Nelson and Greene than Augusta. Albemarle, Nelson, and Greene all share an MSA, a Planning District, a Health District, a library system, and more. It would make more sense to combine Albemarle with Nelson (population: 15,000) or Greene (population: 20,000) than to cross the Blue Ridge Mountains and cut 16,000 people from Augusta.
In short, the comments from this region point to two concrete goals:
(1) Keep Albemarle together in just two House districts.
(2) Combine the larger Albemarle district with Nelson or Greene. Staunton-Augusta-Waynesboro (SAW) is a separate metro area. (The Senate maps have respected this principle and the House maps should, too.)

District 15 currently dips down below Route 7 into the Sugarland area of Herndon addresses. This area resides in the Herndon school district and is more closely associated with the residents in the District 17 map. Route 7 (Leesburg Pike) is a more logical boundary.

I like that the proposed District 96 keeps Floyd, Patrick, and Franklin intact. And on a flat map, this grouping makes sense. For Floyd's sake, however, I would wish to be grouped with Pulaski and Montgomery counties, where I believe we have more shared interests. Our border with Patrick and Franklin follows the mountain escarpment, so we have less connection there than with the northerly neighbors I mentioned. As for Mr. Wright's suggestion of a Floyd-Franklin-northern Pittsylvania district: come on, that would be cruel to whoever had to run in such a territory.

Why does Stafford Co. need to be divided into 3 districts? Most of the section of District 23 that extends into Stafford (marked "Ruby" on the map) is taken up by Quantico Marine Corps Base so it's just a small number of Stafford residents in that area. Keep them in Stafford District 34. Also - the "arm" of District 33 that extends towards the "Southern Gateway" section needs to stop at Potomac Creek or CR653 (Truslow Rd.) By going almost down to Route 17, it divides the Community of Interest that includes 2 large over 55 developments - Falls Run by Del Webb and Celebrate by Del Webb which is on the south side of Route 17. Even out that area with the line drawn along Potomac Creek.

I agree with Will Pace on his comment about keeping Chatham, Hurt, and Gretna in a single district. However, I want to note that due to Pittsylvania County's large size and low population density it's impossible to draw districts in the area that 1) don't cross county borders, 2) keep Danville and Chatham in separate districts, and 3) keep Danville and Henry County/Martinsville in separate districts. This is why I recommend that Danville and Martinsville are put in a single district. Similar racial demographics, infrastructure, economies, and voting patterns of the 2 cities take precedent over rural, loosely defined areas like Bachelor's Hall, Chatmoss, or Berry Hill.

This proposal as drawn separates Botetourt County into three different pieces. This separation effectively dilutes the voice of all of Botetourt County's citizens and is unacceptable. The north eastern portion of the County, including the Town of Buchanan are folded into Bedford County. This portion of Botetourt and Bedford County are separated physically by a significant geographical barrier -- the Blue Ridge Mountains -- and are only connected by a very rural and dangerous winding road; this effectively silences the voice of the citizens of this portion of Botetourt County entirely due to the geographical and economic separation of these two areas. Additionally, the communities of Fincastle, Troutville, and Buchanan are divided into three separate districts. These three communities have a symbiotic relationship on many levels within the County and their separation effectively dilutes the effective representation of Botetourt County citizens to nil. The effect of this proposed division would be devastating to the citizens of Botetourt County on a multi-faceted level and effectively would silence the voice and representation of the citizens and businesses of the County. This proposal is unacceptable.

This map is very disappointing for Botetourt County as it would split us into THREE House districts. The nearby areas of Fincastle, Daleville and Buchanan would be in separate House districts. The areas of Botetourt positioned with Bedford County face a huge geographic barrier….the Blue Ridge Mountains. It is not an easy drive up to the Blue Ridge Parkway to cross over into Bedford. With our county being divided into three districts, we would effectively lose our voice in representation. Please reconsider the impact this version of the re-districting would have on our County. Please take the mountain range burden into consideration.

This map would completely dilute voters' influence in the Buchanan area and fails to acknowledge the physical and cultural barrier the Blue Ridge Mountains has in distinguishing the community interest of residents of Buchanan and Northern Botetourt County from those in Bedford County and Central Virginia.
Very people in the Buchanan area regularly travel across the Blue Ridge Mountains from Buchanan to Bedford or Lynchburg for work. Buchanan area residents typically travel South to Roanoke for work. There is only one two-lane road that connects Buchanan to Bedford County - which takes nearly 40 minutes because one would have to cross VA-Route 43 across the Blue Ridge Parkway and the Appalachian Trail.
Who is to expect a Bedford-based legislator to visit Buchanan when there is no other community to visit West of the Blue Ridge? Our own Senator Stephen Newman from Bedford County already rarely travels West to Botetourt County unless there is a political fundraiser or Republican ham dinner. This map would leave the Buchanan and Springwood communities to lean on the neighboring 89th District to support its interests of economic promotion in North Botetourt County, because Buchanan is economically more oriented to Roanoke and culturally more in tune with Alleghany and Southern Rockbridge County than it is with Bedford County.
The Buchanan area of Botetourt County is culturally, economically, and politically tied with the communities of Eagle Rock, Fincastle, and Troutville. Voters in the Buchanan area, who lean conservative but have typically supported policies supporting our public schools and supporting municipal broadband internet (many if not most in this region still lack access to high-speed internet), which many conservative voters East of Blue Ridge do not favor.
Please do not divorce the Buchanan area from the rest of Northern Botetourt County. It will only dilute the influence of Buchanan area voters and the interest of the local economy that is not dependent on the Bedford-Lynchburg communities.

Fluvanna County should be split up and not entirely tied into the areas to the south. Lake Monticello and the northern part of this county in particular is much more closely aligned with Albemarle and Charlottesville city and this should be represented in how the districts are drawn. This part of the county does not have the same rural feeling or mindset as the areas further south.

Albemarle should not be split into 3 districts. Make the Charlottesville District a little bigger and keep surrounding Albemarle County whole. Lake Monticello is a Community of interests to Charlottesville-Albemarle with it's residents almost entirely working, shopping and getting all their medical care from Charlottesville-Albemarle.
Lake Monticello has almost NOTHING to do with any of the extreme rural areas in District 79. Lake Monticello might as well be Albemarle County.

I live in Washington County and would like for it to be not split into as it is proposed on this map. We have more in common with the rest of Washington County and Bristol than with Carroll County and Galax.

This House District map is better than the previous versions, so thank you for those fixes. However, the House District map still needs some tweaking for Danville-Pittsylvania County. This map splits Pittsylvania County west and east when Pittsylvania County should be split north and south. The three towns in Pittsylvania County (Chatham, Gretna and Hurt) should be placed in one House district. The southern part of Pittsylvania County including Bachelors Hall, Berry Hill, Mount Cross, Mount Hermon, Ringgold, Twin Springs and the City of Danville should be together within another House District.
Finally, Danville and Martinsville should NOT be placed in the same House district as these cities and their surrounding areas are NOT Communities of Interest (COI). Putting Danville and Martinsville in the same House district will split their respective COI.

The geography is very different in SW Virginia - especially in Botetourt County - the mountain divides us from Bedford, and creates a substantial boundary. This map "strands" 5,000 citizens on the other side of the mountain from the majority of the population in the district. In addition, this map splits Botetourt County three ways - how can the citizens of Botetourt be effectively served by three different representatives in the House?

Botetourt County has been divided into three pieces. The plan puts the communities of Fincastle, Daleville and Buchanan all in separate districts. North Eastern Botetourt and the Town Buchanan are paired with Bedford County. They are physically separated by the Blue Ridge Mountains; the divide between Piedmont and the Mountain Valley regions. To travel from Buchanan to Bedford requires taking five miles of winging mountain roads up to the Blue Ridge Parkway. Taking the Parkway along the crest of the mountain roughly five miles to the Peaks of Otter Ranger Station and then a crooked two lane mountain road from the Peaks of Otter fifteen miles down to the Town of Bedford. Unacceptable.

As Delegate Adams touched on this morning, Pittsylvania County should be split on a North/South divide rather than East/West. Splitting East/West along Rt 29 will split Gretna, Hurt, and Chatham which are much more closely tied together than the southern part of the county and Danville. Additionally, Danville and Martinsville should be in a single district together as referenced in my comments submitted via email on 9/26.

This preserves Reston as a community of interest - a community established originally in 1963 and home to 62,000 residents who consider themselves part of a contiguous community (see Reston Association). *Additionally*, it creates a district #17 that encompasses all of Herndon, preserving the minority voting strength there. Albemarle County is currently split into four districts, and this map would keep us split into three, with two reaching into regions we have little in common with and would dilute our community of interest and voting patterns. I urge commissioners to keep Albemarle intact (and possibly add precincts in Fluvanna or Nelson as needed) to ensure our cultural identity both locally and in Richmond.

Separating the orange line corridor like this is not in the best interest of renters or that transportation node. I would have east of Glebe and north of 50 in district 5. In district 4, make the area west of Glebe bump up through Washington Blvd. If needed for more population in district 4, don't separate Seven Corners from Bailey's Crossroads in representation since Rt 50 running through Arlington (a state funded corridor) ultimate connects to these retail destinations. If needed to take out population from 5, I would take put the McLean section into 15/6 and if that area isn't dense enough I would even consider putting Arlingwood, Old Glebe, Rivercrest, Bellevue Forest, and Gulf Brach in 15/6 as well (https://gis.arlingtonva.us/maps/standard_maps/civic_associations/civic_association_map.pdf).

This map unlike map splits Washington County in two. Abingdon and Bristol have more in common with rest of the county than they do Dickenson County, also Dickenson County would be better served being with Buchanan and Tazewell County as in other maps since they are coal counties. The other HOD maps keep Washington County either all or mostly together with the city of Bristol and a large part of Russell County abd I think that is the best option.

I like that this proposed map makes Blacksburg whole and groups it with Radford. I don't like that Montgomery County is still split three ways.

This district is ludicrous; the eastern half of Orange county is clearly part of the FXBG MSA, while the western half clearly looks to the Charlottesville MSA. This map smacks of "packing" Charlottesville and close-in Albemarle inorder to create solid GOP districts.

A potential grouping of Danville and Southern Pittsylvania up through Chatham as one district; Patrick, Henry, and Martinsville as another district; and Floyd, Franklin, and Northern Pittsylvania with Gretna and Hurt seems feasible. This would only split Pittsylvania County. That said, this still misses an opportunity to group Martinsville and Danville as a COI.

It does not make sense to split Albermarle County into three separate districts. Instead, there should be one district based in Charlottesville and one based in the surrounding Albermarle County. The current proposal unnecessarily splits communities of interest.

This map unlike map splits Washington County in two. Abingdon and Bristol have more in common with rest of the county than they do Dickenson County. Wrong wrong wrong. As much as I like and appreciate Delegate Rip Sullivan's representation of Arlington, extending District 5 into Fairfax County goes against Community of Interest criteria and respect for jurisdictional boundaries. Keep District 5 wholly within Arlington County. No incumbent protection.

This preserves Reston as a community of interest - a community established originally in 1963 and home to 62,000 residents who consider themselves part of a contiguous community (see Reston Association). *Additionally*, it creates a district #17 that encompasses all of Herndon, preserving the minority voting strength there. Alternative maps to this version combined #16 and #17 and *diluted* the minority voting strength in Herndon and McNair

I think it would make more sense to combine the Manchester, Jacobs, and Five Forks precincts in Chesterfield with HD-62 instead of South Manchester, Bailey Bridge, Spring Run, and Deer Run. It would be more compact, preserve communities, and stay north of Route 288 which is a major divider in the county. The swap would also help resolve to a more compact HD-61 that could south of Route 288 with further changes.

It does not make sense to split Albermarle County into three districts. There should be one Charlottesville based district and another one surrounding it based in Albermarle. Splitting it into three districts splits communities of interest.

It seems one map drawer insists on taking one precinct from Madison Heights to make the Lynchburg seat work. This crosses the James River, a natural boundary, and splits a community of interest. The Lynchburg seat should incorporate small portions of Forest/Bedford or Campbell as drawn in the B4 map as some areas are split by property lines in neighborhoods compared to a river.

I prefer the districts within the city limits of Richmond in this plan over B4. They seem to better divide the city without leaving the boundary. The districts in B4 try to siphon off sections of Chesterfield and link them with different portions of the city north of the river.

As with the senate map, it seems there is a strong consensus between both map drawers in the far southwest and even western southside region of the state. Many of the proposed districts are exactly the same so it shouldn't be difficult to fairly reconcile them and move on to other regions of the state. My biggest concern would be a missed opportunity to put Martinsville and Dansville together just to better preserve county boundaries.

For Roanoke City, District 92, the Crystal Spring precinct is more closely tied to the rest of the district than the East Gate precinct of Roanoke City. This would help keep this community of interest together. Also, this version unlike the B4 version, cuts more of Roanoke City out of District 92 than it needs to.
